Add the option to toggle whether the storage view menu reopens at the top or where you last left it

Literally simply what is says in the title. Adding a switch in the mod menu to be able to switch whether the storage menu viewer reopens where you last left it or at the top every time. Aditionally there could be a keybind to toggle that option.
